Biography


C. O. "Brad" Bradford has dedicated his career to criminal law, public safety and criminal justice. Bradford served 24 years with the Houston Police Department, seven years as Chief from 1996-2003 appointed by both Mayor Bob Lanier and Mayor Lee P. Brown. He provided leadership in the areas of public safety and crime prevention, security for two major airport facilities and a jail that processed over 100,000 prisoners each year. Chief Bradford managed over 7,000 employees and a $500 million annual budget for a city of more than 600 square miles. During Bradford's tenure as Police Chief, citizens' fear of crime and public safety concerns went from a high of 59% in 1996 to 10% in 2003.

Chief Bradford was part of the leadership team that developed and implemented community policing strategies in Houston. Today, more than 80% of police agencies in America utilize some form of community policing.Bradford implemented many other significant programs and initiatives during his administration.  These include:

Chief Bradford has been a licensed attorney for 15 years with a law degree from the University of Houston Law Center, criminal justice degree from Grambling State University and public affairs degree from Texas Southern University. He served as a partner in the law firm of Kelley & Bradford, LLP.Today, he works as a Senior Associate in the international consulting firm of Brown Group International offering services in the areas of Public Safety, Homeland Security, Litigation Support, Government Relations and Community Government.

Chief Bradford has lived in Houston and been a part of the Harris County community for over 25 years. He is married to Dr. Dee Jackson.  They have a son, Cole, and a daughter, Claire.
